Hi,
I am not sure about other states, but I live in North Dakota, and here you simply attend the tax sale and bid on the property. The starting bid will be the amount owed on the property, but the sale price may be more than the taxes owed. And here the owner of the property has right up to the time of the sale to redeem the property, after that it is open to anyone.
